Public Involvement

The PEIS process started with publication of the Notice of Intent in the Federal Register on November 12, 2014, to initiate scoping. Scoping is the first phase of the NEPA analysis process and is intended to give interested parties the chance to comment on a proposed action and to offer suggestions about the issues to be considered in the EIS analyses. Interested government agencies, American Indian tribes, private-sector organizations, and the general public were encouraged to participate in the scoping process.

FirstNet held several public scoping meetings to solicit further comments on the proposed scope and content of each regional PEIS. The following scoping meetings were held:

  • Tuesday, November 25, 2014 from 4-8 p.m. – Department of Commerce, Washington, DC
  • Tuesday, December 2, 2014 from 4-8 p.m. – Neal Blaisdell Center, Honolulu, HI
  • Thursday, December 4, 2014 from 4-8 p.m. – Holiday Inn Civic Center, San Francisco, CA
  • Thursday, December 4, 2014 from 4-8 p.m. – Embassy Suites - Williams Center, Tucson, AZ
  • Tuesday, December 9, 2014 from 4-8 p.m. – Kansas City University of Medicine and Biosciences, Kansas City, MO
  • Thursday, December 11, 2014 from 5-9 p.m. – Loyola University, New Orleans, LA
  • Monday, December 15, 2014 from 4-8 p.m. – New York University, New York, NY

The scoping period lasted for 45-days, ending on December 29, 2014. Written comments were accepted either electronically or by paper copy. Information and public comments received during the scoping period will be reviewed for consideration in the development of each regional Draft PEIS.

The Draft PEISs will be made available for download on this FirstNet website. Publication of the Draft PEISs will include a minimum 45-day comment period. In addition, Draft PEIS public hearings will be held to obtain comments on the documents. Interested parties are given the chance to submit comments and questions concerning the Draft PEIS and Final PEIS, attend public hearings, and review PEIS publications and related materials. Comments on the Draft PEISs will be incorporated, as appropriate, into the Final PEISs. The Final PEISs will be made available for download on this FirstNet website for public review. Following a 30-day waiting period, FirstNet will review the Final PEIS to issue Records of Decision regarding actions to be taken, including potential mitigation measures.

Public involvement is an integral component of NEPA, and FirstNet invites you to get involved in any or all of the public processes relating to these PEISs. The NEPA process has specific times for public involvement, during which you may submit official public comments through the mail or at PEIS public meetings. Comments received will be made a part of the public record and may be posted to this FirstNet website without change. Comments should be machine readable and should not be copy-protected. All personally identifiable information (e.g., name, address) voluntarily submitted by the commenter may be publicly accessible. Do not submit confidential business information or otherwise sensitive or protected information.
