Donald Wiles


Mr. Wiles joined the FirstNet Authority as the Director of Acquisition Operations in August 2019.  In the interim, he is also serving as the Acting Chief Procurement Officer.  Mr. Wiles recently served as a Division Director, Office of the Chief Procurement Officer (OCPO), at the Department of Homeland Security (DHS), where he was responsible for complex, sensitive, critical and precedent-setting contracts for DHS.  He directly supported the Law Enforcement Video Transmission Network (LEVTN), Advanced Wireless Services 3 (AWS-3) Program Office, and the Network Security Deployment (NSD) Cybersecurity Continuous Diagnostic and Mitigation (CDM) Program Office, among others.  Mr. Wiles started his acquisition career in 1994 in the Secretary of the Navy Acquisition Career Intern Program, then moved into increasingly senior roles, including with the Department of the Navy, the Intelligence Community, the Department of Interior, the Small Business Administration, and DHS.  He served honorably in the U.S. Army from 1986-1990 on active duty as an Intelligence Analyst.  Mr. Wiles received his Bachelor’s degree in Business, Liberal Arts and Science from The Pennsylvania State University, and his Master’s degrees from The Naval Postgraduate School in Contract and Acquisition Management in Monterey, California and National University in Business Administration in San Diego.
