Nicole Ugarte is a senior public safety advisor for the First Responder Network Authority (FirstNet Authority), serving public safety stakeholders in Arkansas and Louisiana.
Nicole is a conflict resolution expert, specializing in facilitation, stakeholder engagement, strategic planning, and governance. For more than a decade, she has worked on public safety communications and interoperability at the federal, state, territorial, tribal, and local levels. She contributed to the Statewide Communications Interoperability Plan program, National Council of Statewide Interoperability Coordinators, and SAFECOM efforts through previous positions. Since 2015, she has supported the FirstNet Authority’s public safety advocacy efforts and supported the Tribal Team. Nicole holds a Master of Science from the Carter School of Peace on Conflict Resolution at George Mason University.
