AT&T Mobility, LLC proposes the construction of a new telecommunications facility in Brownsville, Texas. The facility will include a 193-foot monopole tower with a six-foot lightning rod bringing the total overall height to 199 feet, and support equipment within a 100-foot by 100-foot lease area with a 4594-foot by 20-foot access and utility easement.  The access/utility easement extends east then north from the lease area to terminate at Boca Chica Boulevard. The total area to be included in the proposed project is 2.34-acre.

Due to the geographic scope of the FirstNet network (all 50 states, the District of Columbia, and five territories) and the diversity of ecosystems potentially traversed by the project, the FirstNet Authority prepared five regional programmatic environmental impact statements (PEISs) to support National Environmental Policy Act (NEPA) compliance. The five PEISs were divided into the East, Central, West, South, and Non-Contiguous Regions. The Final PEISs analyzed potential impacts of the deployment and operation of the FirstNet network on the natural and human environment, in accordance with the FirstNet Authority's responsibilities under NEPA. In 2017, all five regional PEISs were completed and Records of Decision (RODs) were drafted and signed to document the agency’s environmental determinations. These PEISs serve as the foundation of environmental review for the FirstNet network. The PEISs are used in coordination with the FirstNet Authority’s categorical exclusions and site-specific analyses to review and make environmental determinations on proposed projects.

The facility will include a 195-foot monopole tower with a four-foot lightning rod bringing the total overall height to 199 feet. The proposed facility would be constructed within an approximate 50-foot by 75-foot lease area, accessible by a proposed approximate 12-foot wide access easement that would follow an existing access drive to the lease area. A proposed 8-foot wide utility easement, routed alongside the existing access drive, would also be utilized.
