At the December 2020 3GPP Plenary meetings, there was continued momentum with Release 17 and mission critical features, including continued inclusion and clarification of 5G direct mode and broadcast mode communications. Many public safety agencies from across the globe co-signed two contributions authored and led by the FirstNet Authority to emphasize the importance of these features.

A research team from Texas A&M University traveled to Hawaii when the Kilauea volcano erupted in 2018. Using small drones and the FirstNet network, they live-streamed the lava flow to the emergency operations center more than 30 miles away. FirstNet provided the connection and bandwidth needed to share quality footage in real time, enabling first responders to quickly plan and respond to impending dangers.

Carroll County Public Schools in Maryland are utilizing BusPatrol to ensure the safety of their students. The program, which utilizes FirstNet’s dedicated public safety network, helps to deter illegal passing of stopped school buses.

When the COVID-19 pandemic hit, the Alexandria Department of Emergency and Customer Communications in Virginia implemented remote call-taking and dispatching to keep telecommunicators safe while still serving their community. Using WiFi hotspots connected to FirstNet, the agency was the first in the nation to enable remote 9-1-1 emergency call-taking.

The Arlington Police Department in Texas is using FirstNet to support tools that help officers better serve their communities. FirstNet’s dedicated network gives Arlington Police confidence and reliability across the city to remain connected to the resources they need most.

The momentum continued at the September 2020 3GPP Plenary meetings with Release 17 (R17) work fully underway. Several studies are moving into the normative work phase and address public safety areas of interest, including enhanced location services, unmanned aerial vehicles (UAV) such as drones, direct mode enhancements including sidelink relay, and 5G multicast-broadcast.

Harris County, Texas, was one of the early adopters of FirstNet. As the nation’s third most populous county, first responders in the area need to be prepared for any event. The Harris County Radio Services Organization operates the regional radio system for public safety in Harris County, and FirstNet is allowing them augment that radio system in remote areas and in times of heavy network congestion.

After the tragedies of September 11, 2001 highlighted fundamental issues within the nation’s first responder communications systems, the 9/11 Commission recommended creating a single, nationwide broadband network for public safety. The FirstNet Authority was created through the Middle Class Tax Relief and Job Creation Act to carry out that recommendation. Today, the FirstNet Authority is working to keep public safety connected during every emergency.

At the annual Winter Institute Workshop and Exercise, hosted by the Texas A&M University’s Internet2 Technology Evaluation Center (ITEC), public safety officials evaluate technologies in real-life scenarios to help shape future technologies and research.
